The only criteria is that you are a bona fide business. Size does not matter, so you can be anything form a single employee business to a multi-national PLC.

Apprentices must be treated as any other employee. That means they must have a contract of employment stating pay, working hours, holiday entitlement and any other key information.
They should be given an induction into their role and must be supported through on-the-job training. You will be expected to nominate a “mentor,” who will ensure your apprentices are given guidance on the job you expect them to perform.
